I think this is a good idea. I think if someone if following as many people as they can in hopes that they will follow them back with no regard for if they actually have anything in common with that person it shows that they are using twitter most likely to only self promote and spam their own links. In fact Twitter actually refers to this as following spam. When a new person follows me I always check their profile and their follow ratio before I decide whether or not to follow them back.
